FEN competitive rules are aligned with current Call of Duty: Mobile competitive loadout restrictions, with adaptations for the FEN Scrim format. FEN is an independent competitive platform and is not affiliated with, endorsed by, or sponsored by Activision.
Players must not use any weapon, Operator Skill, perk, utility item, Scorestreak, attachment, or other functional game content listed as restricted by FEN during an official FEN match.
Only Scorestreaks specifically permitted by the FEN rules may be equipped and used.
Restricted Content
The following weapons, attachments, utility, perks, loadout items, and cosmetics are restricted in this FEN competitive Scrim.
Approved Competitive Content
These categories use an explicit whitelist. Only the items listed below may be equipped or used unless FEN Administration authorises otherwise.
Only the following Operator Skills may be equipped and used during a FEN competitive match.
Any Operator Skill not listed above is restricted unless specifically authorised by FEN Administration.
Only the following Scorestreaks may be equipped and used during a FEN competitive match.
Any Scorestreak not listed above is restricted unless specifically authorised by FEN Administration.
Team Composition & Match Rules
During each map, the following weapon class limits apply to each roster at any given time:
AR: maximum 3 players
SMG: maximum 3 players
LMG: maximum 1 player
Shotgun: maximum 1 player
Marksman: maximum 1 player
Sniper: maximum 1 player
Players do not need to declare their roles in advance. The FEN Spectator / Referee will check that these limits are respected during each map.
For example, 3 players may use ARs at the same time, but not 4. Only one player on the roster may use a Sniper at any given time, subject to the weapon pickup exception below.
Weapon Pickups
Picking up a weapon dropped by an eliminated player is allowed. Weapons picked up this way are an exception to the weapon class limits.
For example, if the roster already has a Sniper in play and another player temporarily picks up a Sniper rifle from the ground, this will not be considered a violation.
Each player on a roster must use a different Operator Skill from their teammates during a match.
Two players on the same roster may not be alive at the same time with the same Operator Skill equipped.
Players may change their Operator Skill during a map, but the roster is responsible for coordinating these changes and ensuring that no duplicate Operator Skills are active between living teammates.
If a player changes to an Operator Skill previously used by a teammate who has already been eliminated, this does not count as a violation, provided both players are not simultaneously alive with the same Operator Skill equipped.
If a roster violates the Unique Operator Skills rule, the affected map will be forfeited.
Restriction Policy & Penalties
Newly Released Content
Any new functional content added to the game — including weapons, Operator Skills, perks, utility, Scorestreaks, and attachments — is automatically considered restricted for 21 days from the date it becomes available internationally to all players.
After this 21-day period, the content becomes permitted unless it remains restricted under the current FEN rules or is excluded from an applicable Allowed list.
FEN Administration may extend, shorten, or remove this restriction period where necessary to protect competitive balance.
Players are responsible for checking the current FEN restrictions before a match. If there is any uncertainty about an item, players should confirm with FEN Administration before using it.
Rule Violations
Using restricted content may result in:
- Forfeiture of the affected map
- Forfeiture of the match
- Disqualification from the Scrim or Tournament
The penalty applied will depend on the nature and severity of the violation.
Match Evidence
Players are encouraged to record their matches whenever possible.
If a roster reports that an opponent used restricted content, video or other clear match evidence may be requested by FEN Administration when reviewing the incident.
FEN Administration will make the final decision on any disputed restriction or penalty.
